Beginning November 19th, 2025, MeitY will officially migrate to the IS/IEC 62368-2023 (Edition 4) safety standard. This migration covers electronic products currently regulated under IS 13252 Part 1: 2020 and IS 616: 2017. The new IS/IEC 62368-2023 (Ed. 4) standard will replace both of these existing standards and will impact around 42 product categories — 27 from IS 13252 and 15 from IS 616.
Key Takeaways from MeitY’s Announcment:
- Migration Timeline: MeitY has provided a three-year timeline for migration for all 42 product categories currently under IS 13252 and IS 616.
- New Category for AR/VR: A new product category for AR (Augmented Reality) and VR (Virtual Reality) will be created under CRO, with an implementation date of 6 months from the release of the order. This is to avoid ambiguity, as these devices are currently covered under CRO either as ADPM (IS 13252) or VDU (IS 616), depending on their technical specifications.
- Exemption for AMC, Maintenance & Warranty: Existing BIS-certified products may require exact replacements under AMC (Annual Maintenance Contract) and warranty as per customer requirements. Since the migration will result in upgraded product versions MeitY clarified that while all products must migrate to IS/IEC 62368 (Ed. 4), MeitY may consider exemptions in exceptional cases.
- No Phase-wise Implementation: MeitY has confirmed that all products must migrate together, as there is no interdependency, considering that most products are themselves finished goods (except for SMPS, Cell, and Battery).
- Lab Readiness: BIS confirmed that testing laboratories are already in the process of aligning with the new standard. Some labs are already accredited under IS 62368, and BIS will expedite further accreditations upon receiving new requests. Hence, the three-year timeline is considered sufficient for industry-wide readiness.
- BIS Marking Simplification: The industry suggested displaying only the R-number on product markings to improve aesthetics and eliminate the need to mention the Indian Standard number. The Chair advised the industry to formally submit this proposal to BIS for further discussion with the concerned authorities.
- Product Category Consolidation: To reduce complexity, the industry proposed consolidation of similar product categories — e.g., combining wired and wireless keyboards under a single category named “Keyboard,” and merging TV and VDU categories. The Chair accepted and considered this suggestion for the migration process.
